After taking a 1.5 hour online exam of alcohol and the effects of drinking, I have learned how people define minors and loiterers.  Sorry, friends, that I cannot truly document the scenario (as my keyboard was disabled at the time), but I believe the following classifications occurred:

Detecting minors:

• Seen wearing multiple layers of clothes (as in the habit of minots)
• Sweat shirts over blousese (what minors wear blouses?)
• punk hair styles
• heavy makeup (sorry, your mom wears that, too)
• checking their self images in reflective objects, such as glass, or mirrors
• the picture example: punk hair couple & pictures from Thelma and Louise

Detecting loitering:

• Typically minors
• Many seen with skateboards
• signs of underdeveloped minors.  Look for lack of facial hair/breast development

All the same, certified to pour for beer and wine tasting!  Cheers.  I gotta look out for those minors though.
